### What changes On 11 February 2025, during the AI Action Summit in Paris, Commission President Ursula von der Leyen announces **InvestAI**, an initiative to mobilize **200 billion euros** of investment in artificial intelligence. It includes a European fund of **20 billion euros** dedicated to **AI gigafactories**, large computing centers to train very large models. ### Key facts - Four gigafactories are planned, each equipped with about 100,000 latest-generation AI chips, roughly four times more than current AI factories. - Built as a public-private partnership, which von der Leyen compares to a "CERN for AI" (the president's wording): the aim is to open this computing to researchers and companies, including the smallest. - Initial capital comes from existing European programmes: Digital Europe, Horizon Europe and InvestEU; member states can add cohesion funds. - The announcement follows the French 109-billion-euro plan, made the previous Sunday, and the US Stargate project in January. - The formal call for gigafactory applications was subsequently postponed to early 2026. ### Why it matters InvestAI gives a financial frame to the European ambition of having its own computing capacity, in the face of US investment. For CIOs and IT services firms, the issue is access: usage conditions, pricing and articulation with the commercial cloud remain to be defined. The associated legislative framework, the Cloud and AI Development Act, was only proposed in June 2026. ### Takeaway An announced envelope of 200 billion euros, of which 20 billion targeted at four AI gigafactories still to be built.
