What changes
- Announcement of 16 June 2025: Sovereign Public Cloud and Sovereign Private Cloud.
- Data Guardian: remote access controlled by personnel residing in Europe.
- External key management with the customer's HSMs, on-premises or at a third party.
- National partner clouds: Bleu (France) and Delos Cloud (Germany).
### Background On 16 June 2025, Microsoft presents a set of sovereign solutions for European organizations, grouped under the name **Microsoft Sovereign Cloud**. It is built around a public cloud and a private cloud, complemented by independently operated "national partner clouds". ### Key facts - Sovereign Public Cloud: extension of Microsoft Cloud for Sovereignty to all European regions; data stays in Europe, under European law. General availability announced for later in 2025. - Sovereign Private Cloud: critical workloads on Azure Local, with Microsoft 365 Local; in preview, general availability announced for later in 2025. - Data Guardian: only Microsoft personnel residing in Europe control remote access, with real-time approval and tamper-evident logging. - External Key Management: customers connect their own hardware security modules (HSMs), on-premises or at a third party. - National clouds: Bleu in France and Delos Cloud in Germany; a "Sovereign Cloud" specialization in preview with 16 partners, including Accenture, Capgemini, Dell and Orange. ### Why it matters Microsoft finally structures a complete sovereign offer for European customers, after the EU Data Boundary and its April commitments. Access and key controls answer part of the concerns, but legal dependence on a US vendor remains. CIOs will have to choose between this "stack" and offers qualified under SecNumCloud or run by European players. ### Takeaway In June 2025 Microsoft proposes a sovereign range, with its US legal dependence unchanged.
