Net-Zero Industry Act published: aiming for 40% EU manufacturing of clean technologies
2024-06-28 · Publisher : Union européenne · Domain : Industry 4.0 & 5.0
Regulation (EU) 2024/1735, published in the OJ on 28 June 2024 and applicable from 29 June, sets a benchmark of EU manufacturing capacity of at least 40% of annual net-zero technology needs by 2030 and caps factory permitting times.
What changes
- Benchmark: manufacturing capacity covering at least 40% of annual deployment needs by 2030.
- Permitting capped at 12 months below 1 GW of yearly capacity, 18 months above.
- "Strategic project" status with accelerated procedures.
- Applicable since 29 June 2024, some articles since 30 December 2025.
### Background Published in the Official Journal on 28 June 2024, the **Net-Zero Industry Act** (Regulation (EU) 2024/1735) entered into force the next day and applies from **29 June 2024**. It is Europe's answer to the US Inflation Reduction Act: bringing back manufacturing of decarbonisation technologies (solar, wind, batteries, heat pumps, electrolysers, grids…). ### Timeline - **28 June 2024**: OJ publication. - **29 June 2024**: general application. - **30 December 2025**: Articles 26 and 28 apply (non-price criteria in renewable energy auctions and other forms of public intervention). - **2030**: benchmark of EU manufacturing capacity of at least **40%** of annual deployment needs. ### Why it matters For battery, electrolyser or grid component plants, the text caps permitting times (**12 months** below 1 GW of yearly capacity, **18 months** above) and creates single points of contact. It also brings sustainability and resilience criteria into public purchasing and support, which weighs on product design and supply chain traceability. Engineering offices and automation integrators are on the front line to industrialise these new lines. ### Key takeaway The NZIA turns industrial production capacity into a quantified policy target and speeds up permits for clean-tech factories.
