The Commission presents the Clean Industrial Deal: over EUR 100 billion mobilised for clean manufacturing, an affordable energy plan, "made in Europe" criteria in procurement and an Industrial Decarbonisation Bank aiming for EUR 100 billion.
What changes
- Over EUR 100 billion mobilised in the short term for clean manufacturing in the EU.
- Affordable Energy Action Plan for industry.
- Industrial Decarbonisation Accelerator Act announced: sustainability, resilience and "made in Europe" criteria.
- Target of 24% circular materials by 2030 and a Circular Economy Act in 2026.
- Up to EUR 90 million from Erasmus+ for sectoral skills.
### Background On 26 February 2025, the European Commission presented the **Clean Industrial Deal** (press release IP/25/550), described as a "business plan" for the competitiveness and decarbonisation of European industry. It targets two groups: **energy-intensive industries**, to be decarbonised and electrified, and **clean tech**. ### Key features - **Energy**: Affordable Energy Action Plan (electrification, interconnections, efficiency). - **Demand**: a future Industrial Decarbonisation Accelerator Act will bring sustainability, resilience and "made in Europe" criteria into public and private procurement; voluntary carbon intensity label, starting with steel. - **Funding**: over **EUR 100 billion** mobilised in the short term, new State aid framework, an **Industrial Decarbonisation Bank** aiming for EUR 100 billion, stronger InvestEU (up to EUR 50 billion more). - **Materials**: joint purchasing of critical raw materials, target of **24%** circular materials by 2030, Circular Economy Act in 2026. - **Skills**: "Union of Skills" and up to EUR 90 million from Erasmus+. ### Why it matters For European industrial sites, the text sets the course for the next five years: process electrification, data-driven energy efficiency, product carbon traceability. It also paves the way for the Industrial Accelerator Act proposed in March 2026. ### Key takeaway The EU now explicitly ties decarbonisation to industrial policy: the low-carbon factory becomes a criterion for access to public contracts and funding.
